Your set-up generally sounds OK as long as you have a dry hide and a humid hide for him and you mist periodically since they like more humidity than leopard geckos. There are 2 reasons for his current behavior:
--he's new and still settling in. This can go on for a few weeks and he may not eat much until he settles.
--Fat Tails are very shy and retiring (at least most of them are). In all honesty, once he starts eating, you may not see much of him. I have 5 fat tails in 2 enclosures. I frequently see my big male (82 grams) but rarely see the other 4. All of them will sit quietly in my hand if I pick them up, but they don't come out to see me and don't climb into my hand on their own.
Keep the coco husk; don't switch to sand which is more likely to cause impaction.
