No it would not be ok.
The cedar wood itself is not toxic, it is phenols and phenolic compounds that are off-gassed by the wood that are toxic.
Living a room lined with cedar is going to be just as bad as living on cedar shavings/mulch or having cedar branches in the cage. Likely more so since the room is paneled in cedar to prevent moths/bugs (I assume) so it is sealed/at least has a door which further reduces ventilation and increases exposure to the toxins.
