My theory is that it could actually be infectious stomatitis ( mouth rot) that has migrated thru the sinus cavity into the ocular.
In other words, it is likely a systemic infection, and will need to be treated with Albon, or some other antibacterial orally.
This will treat the problem from the inside out: really the only way to treat a systemic infection.
Im not a vet, you will want to consult one and aquire the proper medicine.
I do however, work at a reptile shop, and the directions I have given are the measures I would take if I were you, as I am unable to consult a vet. with every ill reptile.
Acctually, I still think it to be an infection, but now I remember a thread about hatchling Guenthers leaftails getting a puffyeye ( and then dying) And as has been mentioned, I believe Oli knew what it was. An antibacterial eyedrop perhaps.
