Can and should be (for those times when they dont get adequate amounts) but misting should at least be twice a day. and depending on how big the bowl is it can help keep moisture up.
they might not take notice of it and so its best to show them or put it in a place their bound to run into it. haha good luck.
hope this helps.

I am not a Tokay specialist but if it is said that they dont drink standing water that means they wont drink from a water dish. YOu will have to Mist the tank a couple of times a day so he can drink water from the leaves and the glass. I think you can also buy a little waterfall made for reptiles, It will help keeping the huimidity high and he will probably be interrested in the moving water to drink in it. I also saw some water drippers, I think they drop some water drop once in a while. Theres also the Ice method. You put a big ice cube on the top of your vivarium and as it melt it will drop some water.
I think im right but if im not , Please someone correct me.
Hope this help !

haha i know what you mean, but if you ever get around to handling them (or if they are young just put them in it but make sure its not deep) haha i was gonna say simply just put their head in the water but that wont be simple hahaha, but ive done this and sometimes my female goes down to drink, its placed right next to where she goes to hide.
but this can prove a challenging task, make sure you still mist though, or like OffshoreMetal said use a dripping method.
