Something at least 24" L X 18"W X 24" H is what I would recommend for a show tank for a single pair. And bigger is always better, they will utilize whatever space you give them. Taller is better than wider/deeper, so you want height to be greater than depth and width if possible. I'd recommend placing ventilation on the upper edges and lower edges, give you good air flow. You might also want to use screening in the top, as you will need lighting for live plants. I'd also consider lining the sides and back with flat cork tiling, they love to cling to that and it will give them more of a sense of security. Plant your plants in pots so you can water them without watering the whole cage and they are easily removed for cleaning. Substrate, there are a lot of options, I personally prefer coir(Eco-Earth) as it holds humidity well and usually passes fine if ingested. Provide a water dish, though they may rarely use it. Branches, logs, etc are good, and Cork bark tubes make great hideouts/lay sites. As far as plants there are quite a few, you'll want something that can handle low light levels unless you want to go all out on lighting. I use simple flouresent bulbs with a red nocturnal heat lamp for night heat. I'd recommend Sansiveria(best vivarium plant IMO), Bromeliads, Pothos, Crotons, and Philadendrons. Pretty much any non-toxic tropical species that can handle the light is fine, tokays usually don't destroy plants like some other medium-large lizards. You'll want a feeding dish, something with smooth sides to keep they prey in it, you can hide it inside a piece of cork bark/hollow log/behind plants, etc.
