Is your gecko a juvenile? Are you mostly checking it during the day? Many juveniles hide nearly all the time for instinctive self protection. Some geckos are more like hermits and also hide most of the time. This is even more usual the first few weeks. Leopard geckos are nocturnal, so they will be hiding all day. The most likely times for them to come out is early evening. You're doing everything correctly, the gecko is just being a gecko.

What is your leo's cool end ground temperature? What size is your leo's enclosure? Approximately what size is his heat mat?
What type lighting does your leo have? Room lighting? Enclosure lighting?
