A waterfall is a bad idea for a chameleon, especially if you think he is going to be drinking from it.
Waterfalls naturally harbor bacteria and unless you plan on giving the waterfall
atleast one deep cleaning per day, and still having a chance it harbors bacteria still, I would not recommend it.
Also, may I ask your humidity and temperature levels, and what are you using as a substrate. Do you cup feed, hand feed, or free range your feeders?
Many people are highly against substrate for chameleons, but I think that with the correct precautions most of the risk of accidental ingestion can be avoided. One of those precautions could be to cup feed him. If you don't plan to, make sure the soil is not loose and that there isn't anything like bark in it.
