UVB and adequate heat are totally separate. UVBs don't produce much heat at all. Heat sources include:
heat mats OR
overhead halogen bulbs OR
Deep Heat Projectors ~ 50 watts for a 30 x 13 inch enclosure
IF you decide to go with a heat mat for now I suggest Ultratherm's 11 x 17 inch heat mat. Zoo Med's heat mats are a one-time use. They really can't be reused, because peeling them off usually breaks the heat wires.

Not understanding lighting needed for these geckos. Thinking of emailing them an canceling order. Halogen bulbs don't even say if they just heat or light up the tank. Care seems kinda bogus wher Arcadia 7% shadedwellers is needed. But they don't even sell these in United States.

How can I better help?
A leo needs some source of low level lighting during the day to establish day & night. A leo is a crepuscular lizard. IF you decide on a heat mat, then just add a 15 watt incandescent bulb overhead in a Fluker's 5.5 inch fixture that's dimmed to half power by this rheostat/dimmer from Home Depot.
Halogen bulbs do dual duty. Halogen bulbs can produce adequate belly heat + they produce light.

Just confused on Leo lighting. I own bearded dragons an it's 100-105 basking Temps with being adults an a high uvb fixture like the tube reptisun 10's t8 or t5 I like t5 higher light output. I have small superworms an nutri grubs I feed my beardies. But they seem like greens an veggies fruits lately then the bugs. But love there superworms. I feed crickets mostly to my veiled chameleon. They are the shade dwellers. I have a uvb meter an temp gun. Just want to get the correct lighting needed for a Leo. I have experience with lighting just iguanas aren't my Forte. Just trying do my best for a Leo. As I done for my other reptiles that are doing really well.

- What is the ground temp underneath their warm DRY hide OR right on the ground right underneath that 75 watt halogen? IF that's not adequate, your leos will not be able to digest their food.
- What is the temp during the night when the 75 watt halogen bulb is OFF?
- Leos don't appreciate misting! Just leave a small bowl of fresh water in their enclosure 24/7.
- Leos need 3 hides:
warm DRY hide
warm HUMID hide
COOL dry hide
