heat tape/dimmer problems

i recently tried using a dimmer w/ some 3" heat tape and somethings wrong. i have it at the lowest setting and i am getting substrate temps in the high 90's. its a typical slide light dimmer i got at home depot. anyone have any ideas????

what a moron i am.. and everyone shut up before you say anything.

for some reason the lower you adjust the dimmer, the brighter the indicator light gets and visa versa. dunno if its me, but that seems soooooo counterintuitive. anyway, i got it working fine now.
