Safe watering for leo w/neuro problems?

I just recently got in a new surrender - an enigma with neuro problems (surprise surprise  ). His are pretty bad; he does a lot of "star gazing," head bobbing/tilting, and circling. One thing he does occasionally that worries me is a pretty violent upwards jerk of the head that sometimes causes him to flip onto his back. This morning he flipped like that and landed head first in his water dish  Thankfully he seems fine but now I'm paranoid that the lil bugger is going to drown himself when I'm not home.

Any ideas on safely watering this guy? Should I see if he's able to lick droplets and just set up a spot that I can mist daily for him to lick? If I find a REALLY shallow water bowl should he be OK? Maybe have it raised up a bit so he's less likely to flop into it?

You can put a piece of sponge in his water bowl. He can lick the sponge when he's thirsty but won't drown if he flips over on it.

They don't drink much, so a very tiny plastic lid would work. I use 1" diameter lids for single leos, and 1.75" dia glazed clay saucers for groups. There won't be enoug water in there to drown a leo, unless it falls in there nose first covering the nostrils and stays there for a few minutes.
