You don't need bulbs for leopard gecko's if you have a heat mat. If you thermostat is a probe one, you plug the meat mat into the plug socket, then you put the probe where you want the temperature to be pick up from. Because leopard gecko's need belly heat rather than ambient heat, this best place to put the probe would be on the floor.
Also, why would you want to put bulbs on all day? Leo's are nocturnal. Also, they need to have a cool side of the tank and a hot side. For a humid hide, just get an ice cream tub of some sort, wash it out thoroughly, cut a hole or a small arch in one side big enough for your leo to get in and out of, put paper sheets inside and spray it with water. Not much else is needed really. Have you got a water dish? Just use a large bottle cap if you can't find one, same for a calcium dish.
You don't want to humidity in the tank to be high either, it's not good for leo's. Also, what substrate are you thinking about using?
