I use the 1:10 bleach and rinse them out really well after. If you're worried about the soil and roots you could always take a cutting from the old plant, dip it in the bleach solution, and start that in your new tank.
If you're concerned about pests check out Marty's post about using CO2. As for bacteria a light mixture of chlorine bleach and water will do the trick. We use it in our house plants. Use the 100%, $3/gallon bleach not the color safe stuff though , it has other chemicals in it. We put about 1/4 cup in a 4 liter bottle (1 gal) then fill it up with water. It doesn't hurt the plants, and it kills any parasite in the pot. DON'T do it to plants in the viv though and make sure you leave the plant out of the viv for a good week before putting it back in, preferably with another watering in between with pure water.
