Ok...heat tape:

You cut the tape to a bit shorter than the length you make each shelf. You then seal one end with electrical tape, and wire up the other...either by using the clip sets you can buy, or by soldering. Once it's wired up, you place it on the shelf, using a heat resistant tape. If you do not use a heat resistant tape, you will have a gooey, sticky mess all over your tubs and heat tape in no time. That's it!

Think of it this way...you'll be running the heat tape at say, 95*F. Your body's internal temperature is 98.5*F. Can you catch wood on fire by touching your tongue to it? :)

About the lids - When you build the rack, you build it upside down. This makes it VERY easy to make it so that only 1/8" is left at the top of each tub. If you do it correctly, and that 1/8" is all there is, there is NO need to used the lids at all.

You mean the SIZE of the rack? That entirely depends on the size you WANT, and the size of TUBS you get. Definitely buy the tubs you will be using prior to constructing the rack, as they all vary. Just be sure you don't build one too large so that the wattage of the heat tape exceeds whatever the thermostat you bought is capable of controlling.
