Can't find how to post a "wanted" ad in the classifieds

I want to post a new "wanted" ad in the Hamm classifieds but I can't find any button or link that says so.

Is it necessary to have a certain number of posts or any other requisites before posting an ad?

"Wanted" ads are free right?
