A store by my housse has a permanant sale on 10 gal tanks $15 per tank. They're roughly 20L,10.5W,13H. Would that be spacious enough when converted for a crestie?

A 10 gallon tank could be spacious enough, Melanie, as long as you convert it to a vertical habitat.
