It's perfectly fine, the UTH should only cover 1/3 of the tank, never more than 1/2 of the tank. That size looks like it fits perfectly. You may need to re-arrange your decors & hides, but that shouldn't be a problem. There needs to be a warm hide sitting on the UTH, a moist hide somewhere off to the side but also on a warm spot, and a cold hide completely off and away from the UTH.
And no you can't cut them. If they don't fit going one way, just place them the way you have it shown.
