You should be able to get what you need at any large pet store for a reasonable price. Pictus geckos don't need much:
10 gallon tank and cover: (estimate about $20)
Under tank heater about $15 or heat cable about $10
thermostat (they run in the $40 dollar range at the big box pet store. If you can get free shipping from Amazon, get one there and if you really want to save money, get a lamp dimmer from Home Depot, though you may have to keep adjusting it based on the ambient temp)
Substrate: best is paper towel or tile cut to size, relatively cheap
water dishes, food dishes and hides: you can make your own, get small terra cotta pots or plant dishes and make an opening, or buy them at the pet store for not that much
I checked one of the big box pet store web sites to get a price estimate.
