From other posts i have read, loud noises, such as those from a TV - will stress them out, I suppose if the volume is low there shouldnt be a problem....but certainly Neo didnt like the sound of the telly when he first came into the living room.

I'm assuming not exactly on your TV? Perhaps on an entertainment stand with shelves? Don't see how you can balance an enclosure on a tv, especially with under tank heating. It can also produce annoying vibrations. It is best to place the enclosure in a quiet room where noise and unnatural lighting hours(us humans use to see) can be prevented.

If you have ever put your head into a glass tank you would know how aloud it is in there. A terrarium/aquarium is a big acoustic trap catching sound waves. Put your head inside one and leave the tv on you'll be surprised. If you have ever wondered why people say "don't tap on the glass" at the aquarium or pet store, try it yourself with your head inside and then you will wonder how every animal in a glass tank isn't deaf and suffering from severe brain damage.
