I think it's a matter of opinion what to call it. I would call the one in the picture a high yellow. To my mind, it means a gecko that has less spotting than the wild type gecko, though not little enough to qualify as a hypo and also one that is a bright yellow as opposed to the gray-yellow kind of mustardy color that the original wild types were.

A lot of breeders do use high yellow to make their normals a little more expensive, but it is basically a quality check. The genetic morph is still normal, however it's an animal that has been bred to have a nicer brighter coloration. A high yellow is generally almost lemon yellow. I breed them and a normal is a normal to me, only the morphed ones are really worth selling for a higher price imo because when I do have normals come out they'll be an array of shades of yellow but genetically they'll only produce other normals unless they're het.
