If you haven't seen the pics on the post negating spending cash on a new enclosure or even a used one (eeeww). So heres enclosure two before assembly. When I say new enclosure I mean in particular ExoTerra.

The zoo-med under tank heaters say that they are to be used only with glass. I consider that to be to some extent their way to cover themselves in case there are problems. A heat mat used without a thermostat or rheostat could melt the plastic. I've had no problems using heat mats with thermostats under plastic. If you think about it, most racks are plastic tubs that are heated with some kind of heat mat. It is very important, though, to use a thermostat and make sure it's working correctly.

Breeders do rack systems all the time. I like my enclosures to look a little nicer than a Sterilite tub. To each their own though.

The only cheap way of keeping a lot of leos or pets in general that i could think of is living in a warm place all year round lol.. as for me, heck yeah i save a lot by not using any kind of supplemental heating not to mention all other tech accessories related to heat :p
